1. Erdohelyzet
--------------
Erdo-fedettseg a vilagon (SciAm 96/11)
1990-ben a vilag szarazfoldjeinek negyedet erdo boritotta. Az osszes
erdoknek Oroszorszag birtokolja kb. az otodet, Brazilia a hetedet,
Kanada es az USA egyarant kb. 6-7 szazalekot. A vilagon szinte minden
orszagban irtottak az erdoket (tuzi- epuletfaert, vagy egyszeruen csak
a teruletre volt szukseg).
- Az USA teruleten jelenleg 22% erdo van, az europai bevandorlast meg-
elozo 40% fedettseghez kepest; viszont az erdoteruletek 1920 ota nem
csokkennek. Gondot jelent az erdok biodiverzitasanak csokkenese es a
fagazdalkodas csokkeno hatekonysaga
- Europaban a volt Szu teruletenek kb. 30%-at boritja erdo, az eredeti
kiterjedesnek kb. fele. Kelet-Europaban legnagyobb problema jelenleg
a levelhullatas (defoliation), aminek a szennyezett levego a fo oka.
A volt Szu teruleten a szennyezes mellett az ujraerdositesek hianya
jelent veszelyt.
- Eszak-Afrika es a Kozep-Kelet teruletenek 2%-at boritja erdo, amely
meg az 1980-1990 kozotti idoszakban is csokkent. Ezzel szemben Kinaban
tomeges ujraerdositesi programokba kezdtek, aminek eredmenyekeppen nott
az erdoterulet, amely jelenleg 14%.
- A kozelmult legnagyobb csokkenese a tropusokon kovetkezett be, ahol
1960 es 1990 kozott az erdoterulet otodet irtottak ki. Ezen belul is
a tropusi Azsia szenvedte el a legnagyobb veszteseget, erdoinek kb.
harmadat. A 80-as evekben szinte minden tropusi orszagban csokkent az
erdoterulet; kivetel csupan India, ahol mintegy 5%-kal nott. Brazili-
aban, ahol a vilag tropusi erdoinek harmada talalhato, 1980 ota 5%-kal
csokkent az erdoterulet. A vilagon 137 millio hektar tropusi erdot ir-
tottak ki [ebben az idoszakban] - ez akkora terulet, mint Spanyolor-
szag, Franciaorszag es Nemetorszag egyuttveve. Az erdoirtasok fele
a mezogazdasagi teruletek novelese erdekeben tortent.
2. Privatizacio
---------------
Nem kell Pirost csepulni a "forgatokonyvek" miatt, o csak bekuldte
Donella Meadows cikkenek magyar forditasat. Persze gondolom egyetert
a tartalmaval. Kar, hogy az idealistakat el szoktak tenni az utbol
(az olyanok mint pl Sztalin fizikailag is).
A privatizacioval kapcsolatban: szerintem sem szabad privatizalni
olyan tevekenysegeket, ahol a tevekenyseg tarsadalmi hasznossaga
nem esik egybe a privat tulajdonosok erdekeivel. Eleg sok ilyent
privatizaltak most itthon (es meg nehanyat akarnak). Ennek persze
nem Gyula issza meg a levet, hanem majd mi meg a gyerekeink.

IN TRANSITION COUNTRIES: AN ADVANCED COURSE FOR PRACTITIONERS

Purpose of the Course:
This course has been designed for persons in universities and
government who
have some knowledge of EIA and SEA and are engaged in their
implementation and
teaching. Most countries in the region are in the process of drafting,
or have already
drafted regulations concerning the use of EIA. Few have experience in
the operation
of EIA, the way in which it should be carried out and the educational
and training
needs associated with it.
The SUN course will deal in detail with implementation and training.
It will
examine the problems of making EIA effective in countries in
transition and how they
can best integrate this into their current planning regulations.
Special attention will be
given to needs for training, public participation, institutional and
procedural
strengthening and capacity building. Participants will also be taken
on to the next
stage, i.e. SEA, and look at its relevance to their own countries and
how it can be
implemented.
Course Description
This will be a ten-day course offered to 30 participants. The first
section will
look at best practice in EIA in countries in transition with special
reference to local
regulations, stage by stage operation and public participation.
The second section will be concerned with capacity building including
institutional strengthening, technical expertise and data gathering.
The final section will look at the overall operation of EIA and its
relation to
SEA. Also the value of SEA in countries in transition will be
discussed.
Form and Style of Training
The form of the Summer School will largely consist of short lectures
and
presentations, small group discussion and case study exercises and
plenary reporting
back sessions. For these purposes, one lecture room (which may be
divided for group
work) plus two smaller rooms for group work should be sufficient.
Participants will be
provided with some demonstrations and individual ' hands-on'
experience in the use of
selected EIA software packages.

The main goal of the Summer School is to provide new insights in the
converging issues of economics, ecology, and ethics. The conflicting
demands of economic efficiency and the preservation of natural systems
generate hard ethical dilemmas. These dilemmas are especially relevant
in Eastern and Central Europe where the economic and political
transition present additional social and environmental problems.
The Summer School is planned to be for two weeks in early July 1997.
The program is consisted of short, well-focused courses taught by
prominent Western and Hungarian scholars.

formed to discuss special issues in more depth and explore
opportunities for future research projects. Planned topics for the
working groups are responsibility, communitarianism, greening of
business, and post-modernity.
In addition leading Hungarian philosopher, artists, and environmental
activists will be invited for evening discussions on related issues.

The proposed summer school targets audience of young faculty members
and/or post-graduate students in economics, environmental sciences,
philosophy, sociology, law, and political science with a strong
interest in ethics.

All courses and materials are in English. Applications are expected to
be proficient in English. During the selection process English
knowledge will be checked.
SUN participants will be chosen through an open and competitive

De. Szerintem nem azt kene vizsgalni, hogy erdoi mekkora reszet vesztette
el egy adott terulet, hanem inkabb azt, hogy abszolut ertelemben mennyi
erdot veszitett el. Ebbol a szempontbol Brazilia azt hiszem nem kullog
mar annyira hatul a sorban...

Szerintem az, hogy idezett valamit, teljesen egyenerteku azzal, mintha
sajat maga fogalmazta volna meg es gepelte volna be. Kulonben egyelore
nem vettem eszre, hogy barki is el akarna (illetve: hosszu tavon,
hatekonyan, es szamottevo mertekben el tudta volna) tenni a zoldeket az
utbol, inkabb azt veszem eszre, hogy ott vannak mindenhol es beleszolnak
mindenbe. Es ez nekem nagyon nem tetszik.

Ezt a Vilagbankot 'csepul'-o cikkre valaszoltam, elsosorban arra a
bizonyos 30milliard dollarra gondolva. Ezzel, amit irsz, javareszben
egyetertek, azonban ugy erzem, nem erinti irasom lenyegi mondanivalojat.
