Windows Me reads Autoexec.bat and Config.sys in order to import SET commands
that define environment variables, but it does not process these files at
start-up. DOS-based Config.sys entries like FILES= are completely ignored.
To increase the number of files available for DOS programs, you have to
modify System.ini. Open System.ini using Notepad and locate the [386Enh]
section header. Below this header, look for a line that begins PerVMFiles=.
If you don't find such a line, insert it just after the [386Enh] header. The
value specified in this ini-file key will be added to the default of 30.
To attain the equivalent of FILES=90, you would set PerVMFiles=60. Note that
the absolute maximum is 255, so PerVMFiles should never be set higher than
225.
