**RUSSIA SEEKS NATO ALTERNATIVE**
Following talks in Hungary, Russian Foreign Minister Andrei
Kozyrev asked the governments of Central and Eastern Europe to
consider other security options besides joining NATO and the
European Union. Kozyrev met with Hungarian Prime Minister
Gyula Horn and Hungary's Foreign Minister Laszlo Kovacs where
he put forward an alternative plan which assesses the role of
NATO security. Russia is against the former communist
satellites joining NATO and would prefer to build a security
structure around the Organisation for Security and Cooperation
in Europe, which Hungary currently chairs.

**HARD CURRENCY SCARE PROMPTS HUNGARIAN BANK RUSH**
Hungarian citizens went to their accounts to take out large
amounts of hard currency from the country's banks late last
week. Some banks reported that hard currency withdrawals
doubled and in some cases tripled normal levels. Bankers said
the withdrawals were spurred by rumors the government might
freeze hard currency accounts. This was due to speculation
that Budapest would ask individual banks to help fund the
national debt. Some bank branches ran out of German marks and
US dollars. On Friday, Hungarian Prime Minister Gyula Horn
denied the rumors on national TV, saying the government won't
freeze hard currency accounts.
**HUNGARY WILL PROP UP AILING INDUSTRY**
Three Hungarian industrial firms will receive special state
support until they are considered strong enough to operate in
a market economy. Hungalu Magyar Aluminun maker, the busmaker
Ikarus and a bearings manufacturer, Magyar Gordulocsapagy
Muvek, were selected because the government says they can't
survive on their own, yet are too important to the economy to
be scrapped. The three are on a list of a dozen companies
marked for special assistance.
**HUNGARIAN DRUG COMPANY TO REFILL PRESCRIPTION**
The Hungarian pharmaceutical firm Richter Gedeon says it wants
to pay a 12 percent dividend on priority stocks and a 6
percent dividend on ordinary shares for the 1994 fiscal year.
Shareholders will vote on the move at the annual general
meeting, April 27. They'll also vote on the proposed swap of
the priority shares for ordinary shares.

**ECONOMIC MOVES FAIL TO STIMULATE AREA'S MARKETS**
Interview with Neil Greer, an emerging markets specialist with
Credit Suisse First Boston in London.

Prague's four-day bull run came to an end last week, while
trading volumes were down in both Budapest and Warsaw. We
begin with an overview of last week's trading:
Greer: It's interesting in this particular week, unlike a
couple of previous weeks, they've diverged a little bit, I
would say, for the previous month all of the markets kind of
moved equally slow for the same kind of reason that have kept
emerging markets out of the spotlight since the Mexican crisis
in December.
CET: We saw a four-session upsurge in Prague, and then it was
back to its losing ways. Did the emergence of the so-called
second-wave stocks, the second wave of privatization, finally
have an effect?
Greer: There was a couple weeks where a lot of adjustment was
being made there, more institutional oriented, more
fundamentally oriented, investors kind of stayed out of the
way, let that be more of a speculative play. We saw once some
of these values were reached, the levels were kind of formed,
we saw some fundamental investors coming back in and that, I
think, caused that little mini boom as it were.
CET: But what remains the problem in Prague?
Greer: The market itself remains possibly expensive and, because
Czech accounting laws allow firms to put off their 1994
statements all the way to June, we really haven't seen the
financial information that's really going to re-assure people
that the restructuring is going on.
CET: What about this announcement last week that the exchange
will start real-time trading this fall, allowing prices to
fluctuate during the day. Will that liven things up in
Prague?
Greer: It certainly will effect things. It should make trading
a bit more transparent. I think that, coupled with the fact
that the central depository is now going to start collating
and ultimately publishing the volumes and the prices for OTC
trades as well will likewise increase the transparency and
that should give good support to the markets as well.
CET: What about Budapest? Investors were initially happy with
the Hungarian government's new austerity plan, and the 9
percent forint devaluation earlier this month. What's been
the lasting effect of this?
Greer: It gave a boost to certain companies that were more
export oriented: the pharmaceuticals, Richter Gedeon and Egis,
as well as Pick, and Danubius, which is a hotel chain that
caters mostly to foreigners. Those stocks performed very well
following the devaluation. There were stocks, however, that
suffered from the devaluation, one of which is Fotex, which
imports a lot of luxury goods for sale, which are now going to
be more expensive for the domestic consumer. That, coupled
with the increased austerity, curtailed domestic spending, has
hurt that particular stock.
CET: We also saw news this week that the government is going to
let companies keep hard currency bank accounts. What do you
think of that move?
Greer: That is positive for the export companies. And In
addition, I think its a sign of a bit of maturing of the
economy. This is sort of what we consider in the west, normal
ways of doing your banking and doing business are necessary
for companies to compete internationally and not having to hold
in a currency that is constantly being devalued.
CET: What about this little run on hard currency bank accounts
we saw in Hungary at the end of the week, rumors that the
government was going to dip into peoples' hard saving to pay
the national debt.
Greer: It was just a rumor, but for quite awhile, for a few
days, we had a lot of people trying very quickly to take their
money out of those accounts. So the government had to
actually come out and state there's no rationale behind this
rumor, and again pointing to this change in law that you were
just talking about saying we're actually liberalizing our
currency regulations.
CET: I guess they'll be able to use the hard currency accounts
of companies now to finance the national debt.
Greer: Yeah, again I think it's a sign. For an economic system
like this to function properly, there has to be some sort of
leap of faith that it actually works. If you allow companies
to have hard currency holdings, then the banks will be able to
use that hard currency for the reasons that they see fit.
CET: Turning to Poland, we saw the announcement last week that
the zloty could become partially convertible. What do
investors think of that?
Greer: The currency will be convertible for current account
type issues. Companies will be able settle transactions kind
of cleanly through the currency. Individuals will still have
to convert their currencies going across the border going both
ways, but this is a positive step for the companies
themselves.

**HUNGARY IS PASSING FOREIGN POLICY; FAILING ECONOMICS**

The first three months of 1995 have been chaotic for Hungary's
coalition government. Several ministers and other top
officials have changed and the government still hasn't
developed a clear economic policy or privatization strategy.
But the government isn't in danger of disintegrating yet.
Since taking power last June, Hungary's Socialist-liberal
government has been plagued by public disputes and
miscommunications. In the new year, it's been business as
usual: take the austerity measures announced two weeks ago
that slash family support, introduce college tuition, and
devalue the forint by 25 percent over the year. Many senior
officials weren't told about the plan, including top leaders
of the Socialist Party. Two ministers even resigned after
the measures were approved by the cabinet.
Istvan Stumpf is the director of the Budapest School of
Politics. He says the latest trouble really hurts the
government's sagging reputation.
"They lose the image of the professionals. This was the
professional government. That was the image. But they lose
this kind of image. "
Conservative critics argue that more than the government's
image is at stake. They say the government's confusion is
harming the whole country's image. Imre Konya is deputy
faction leader for the Hungarian Democratic Forum, the
country's largest opposition party.
"The international reputation of this country has deteriorated
a lot. Privatization has almost entirely stopped and the
amount of foreign investment has decreased."
Konya says Hungary's economy is nearing a crisis situation
because coalition in-fighting makes it impossible for the
government to work properly. Hungary's budget deficit
continues to grow beyond levels acceptable to the
International Monetary Fund, while the government argues about
what to do. Adding to the trouble, the new year brought a
complete change in the government's economic team. Prime
Minister Gyula Horn appointed a new finance minister,
privatization minister and central bank chief. As a result
the government still hasn't produced its promised long-term
economic strategy, a clear privatization policy, or secured
trade union support for austerity measures. Elemer Kiss is a
State Secretary in the Prime Minister's office. He says
despite these problems the government has prepared important
bills in the first three months of the year on intellectual
property rights, public procurement, and streamlining
Hungary's legal system.
"The cabinet has meetings once a week and sometimes there are
20, 30, or even 40 proposals discussed. It means we've looked
at 200 or 250 proposals since this session of Parliament
began. This number indicates we are working very hard."
Kiss says the government's hard work in foreign affairs has
paid off. After intense negotiations, Hungary signed a basic
treaty with Slovakia on March 21, providing protection for the
Hungarian minority there and guaranteeing the existing
borders. The agreement should help Hungary enter the European
Union and NATO, by assuring those organizations that Hungary
and Slovakia will never fight a war. But political analyst
Stumpf questions the value of this treaty, which could be
interpreted differently by Hungary and Slovakia.
"Its much more a symbolic agreement for the international
community than a real agreement between the two. I think
that's true. That this agreement didn't solve anything and
after this agreement there will be all kinds of
interpretations."
But despite policy disputes within the Hungarian government,
Stumpf believes the coalition parties will stay together, at
least until the presidential elections in June. He says the
liberal Free Democrats won't leave until President Arpad
Goncz, a Free Democrat, is re-elected by Parliament. In the
meantime, Stumpf thinks there's a pretty good chance the
government can get on track. Horn, the Free Democrats, and
the government's new economic team now seem to agree that
Hungary needs big cuts in state spending. But only time will
tell if the coalition can finally produce a coherent economic
policy, or descend further into chaos.
