I have sent the following "snailmail" letter to Senator John Warner. There
have been other activities on the same subject and I will shortly
communicate on these developments.     Andy.

Dear Senator Warner:

Thank you for your June 25 letter on NATO expansion. If you will  permit this
constituent, I'd like to send you a few thoughts on  the subject. Reference is
made to your paragraphs.

1."Though Pres. Clinton has committed, sunstantial obstacles  remain.."

Less than a year ago NATO expansion was a key policy objective of  the Dole/Kem
p
campaign. In fact Sen.Dole criticized the administration for not committing to
a timetable and being too cautious.

2."..enormous task of convincing the American people that ..expansion is vital
to our security interest (it)..means we will put  at risk, life and limb. I am
not sure that the American people  are willing to make that commitment." 

Let us remember that the US interest to start NATO was indeed to  spread- hence
reduce- the risk to us. Not the other way around.  It is however up to our
leaders, like yourself, to explain the  desirability of the move. It was
leaders,
(e.g. Pres Bush) who  convinced the public of a move in the Persian Gulf; later
Bosnia,  Haiti.  One hears the cliche "why should we die for Brno..etc"
This was
heard before, every time NATO took on a member. If we  just continue with the
"old NATO", the US is still committed to  help defend places like Belgium,
Turkey, Norway. Are those  countries more worthy than the new candidates ? The
proposition  cuts both ways. In the candidates have already done "their part". 
Remember Prague Spring of 1968 ? Poland's "Solidarity" ? And most  dramatically
Hungary's 1956 revolt and 1989 dismantling of the  "iron curtain". The '56
revolt
against monstrous odds claimed  thousands of lives. It caused the largest
Communist parties in  the West (e.g. Italy, France) to distance themselves from
Moscow,  since the revolt debunked Communism as the preference of the  working
class. From then on party memberships declined.
Similarly the 1989 Hungarian dismantling of the iron curtain had  a fallout of
its own: as Chancellor Kohl had said: "the road  through the Brandenburg
Gate led
via Hungary". Are we ready to  say "it was OK for you to shed blood in our
cause,
but we don't  want you" ?  Credibility ?
More recently all three countries had been participants in Desert  Storm, in
Bosnia IFOR, SFOR and are enthusiastic members of  "partnership for peace". 

3. "..cost of expansion..and the questionable ability of..former  Warsaw Pact
nations to contribute to the security of the Alliance. I do not believe these
nations should be allowed to join  NATO until they have the military
hardware and
personnel to carry  their own weight".

Cost allocations are indeed an important consideration. But can  we tell
them "go
ahead and spend money and in a few years we  shall see.." ? Chicken and the
egg...Let us remember that our  ablity to reduce the defense budget was due in
large measure to  these countries bolting the Warsaw Pact. But to be really
prag-
matic: the candidates represent an area needing long-term stability. It spawned
two world wars in this century. 

4. More on costs. "..it is in the best interest of both the  United States and
NATO to proceed cautiously..and debate the  issues".

In fact the debate has started. The Hungarian parliament unanimously
endorsed the
NATO negotiations: parties that more often  disagree than concur. The only
factions opposing were the Communists and the extreme right: neither having had
the votes to be  represented in parliamant. (Is there a message in that?) It is
 
being put to a referendum. Should it be approved, the government  will have a
mandate to support the program along with its  burdens.

5. "Majority Leader Lott has assembled a NATO observer group in  the Senate to
consider all of these issues. I am honored to  serve..and look forward to the
challenges".

With the cold war over (for good, we hope) clearly NATO needs to  be reassessed
in term of its mission, its structure, means of  readiness. To some extent this
has already taken place and hopefully will continue in a deliberate fashion. Bu
t
is it wise (or  fair) to scapegoat three candidates for the slowness of the pro
-
cess ? The reengineering (to use a "buzzword") of NATO (even  perhaps a name
change) can and should take place with their participation and benefit from
their
unique experiences. Let us hope  the Observer Group will indeed take the "long
view".

                                 A Scholarly Conference
                         With a Workshop for NGO-Representatives

The Linguistics Institute of the Hungarian Academy of Sciences
and the Human Rights Program at the Central European University, Budapest
is organizing this scholarly conference on linguistic human rights and
workshop for NGO-representatives from Thursday, October 16
(arrival) to Sunday, October 19 (departure).

Jol all. Az Open Society Institute-Budapest magaeva tette
az ugyet es 30 ezer dollart adott a konferenciara. En meg
szereztem hozza nemi magyar forintot is, igy lesz egy
tudomanyos konferencia 5 vilagsztar nyugati plenaris
eloadoval, kabe 25 szekcioeloadassal a kornyekrol (Lengyel-
orszagotl Torokorszagig es Ausztriatol a Balti allamokig),
es lesz ket delutan workshop NGO represemtative-eknek ugyan-
ebbol a regiobol. Osszesen kb 60 resztvevovel szamolok.
Jelen lesznek meg hataron tuli magyar aktivistak is,
Szlovakiabol Csaky Pal es Bauer Edit is. Kuldom kulon
uzenetben az elso korlevelet, ami tovabbi informaciokat
tartalmaz. Korozni azonban ne korozd, mert a jelentkezesi
ido lejart. Persze ha valaki ide akar jonni onkoltsegesen,
szeretettel varjuk.

Sajnos nem vagyok meglepve az eredmenytelensegen. En csango
kilallitast nem szerveznek, de lesz a csangokrol tudomanyos
eloadas: Sandor Klara tartja a programban, el van fogadva
az abstract-je. Most azon ugykodunk, hogy bevigyuk a
csangokat a nemzetkozi tudomanyos eletbe. Tavaly kivittuk
Peter Trudgillt, az egyik leghiresebb szociolingvistat
Moldvaba. Szerkesztek egy kulonszamot a Multilingua cimu
nemzetkozi folyoiratba, abban is lesz Klaranak cikke,
s ismertetni fogjuk a Csango nyelvatlaszt is.

Ha Carter eljonne, az oriasi lenne! Tavaly is itt volt
a Fulbright konferencian, az is nagy publicitast kapott.
De mielott megnyerjuk Cartert, nekem ezt meg kell beszelnem
a fo segitoimmel es a ket szupersztar plenaris eloadoval:
Tove Skutnabb-Kangassal es Robert Phillipsonnal. Biztos
ok is tamogatnak, de meg akarom veluk beszelni. Ok nagyszeru
tudosok es elhivatott, profi aktivistak is egyben. Ok
szerkesztettek a "Linguistic Human Rights: Overcoming
Linguistic Discrimination" c. konyvet *Berlin & New York:
Mouton de Gruyters, 1994*. Most mindjart irok Tovenak es
Robertnek, hogy mit szolnak. Persze epp szabadsagon vannak, de par het
alatt elerem oket.

Ha Carter megnyerheto, akkor en kuldenek rajtad keresztul
neki egy-ket cikket. Tove es Robert "Linguistic Rights and
Wrongs" c. tanulmanyat es az en "English Only'c Cousin:
Slovak Only" cimu tanulmanyomat, ami a tavalyi tiltakozas
hatteranyagakent emailen olvaashato volt, s ami mar megjelent
nyomtatasban. Kovalszky Peter a napokban kerte tolem egyebkent.

A Dalai Lama is volt mar nalunk, de itt most a konferencia
regionalis keretin kivul esik, mivel nem megyunk a Balti
allamoknak keletebbre. Van annak oka, hogy nem vilagkonferenciat rendezek,
hanem regionalisat.

> 3) Ha igenylitek es aktualis, ugy szolhatok Fenyvesi Karcsinak a US News
and
> World Reportnal, hogy irjon egy "elo-ripotot, hogy mar elore felhivjuk az
> erdeklodest.

Ez nagyszeru lenne. A US News and World Report csinalhatna egy anyagot itt
Pesten velem, es Toveval meg Roberttel Daniaban. Vagy a szinten
pleanris eloadonk Angeline Martellel Montrealban.

> 4) A konferencia alatt a Magyar Lobbin keresztul kuldhetunk napi
