I.      The review conducted by a distinguished international panel of
scientists under the auspices of the International Panel on Climate
Change has determined that "the balance of evidence suggests a
discernible human influence on global climate."  As economists, we
believe that global climate change carries with it significant
environmental, economic, social, and geopolitical risks, and that
preventive steps are justified.

II.     Economic studies have found that there are many potential
policies to reduce greenhouse-gas emissions for which the total
benefits outweigh the total costs.  For the United States in
particular, sound economic analysis shows that there are policy
options that would slow climate change without harming American
living standards, and these measures may in fact improve U.S.
productivity in the longer run.

III.    The most efficient approach to slowing climate change is
through market-based policies.  In order for the world to achieve
its climatic objectives at minimum cost, a cooperative approach
among nations is required - such as an international emissions
trading agreement.  The United States and other nations can most
efficiently implement their climate policies through market
mechanisms, such as carbon taxes of the auction of emissions
permits.  The revenues generated from such policies can effectively
be used to reduce the deficit or to lower existing taxes.

1. Meg tudja-e valaki nekem mondani, hogy a tervezett egetomuvet az ott 
felhalmozott hulladek elegetese utan mely  ipari egysegek tudnak ellatni 
hulladekkal. 
Ugy ertem, hogy Magyarorszagnak azon a teruleten vannak-e koncentraltan 
olyan termelo egysegek, amelyek azt ki tudnak hasznalni, vagy az orszag 
messze fekvo teruletirol kellene a veszelyes hulladekokat odaszallitani? 

2. A jelenlegi hulladekegeto kapacitas Magyarorszagon elegseges-e a sajat 
hulladekunk elegetesere? 

3. Ha megis megepul az egeto, es az orszag nem tudja ellatni hulladekkal, 
akkor a  folyamatos kihasznaltsag erdekeben terveztek-e veszelyes 
hulladek behozatalat?

The International Court of Justice has a new president in the person of the
excellent American law professor, Stephen Schwebel. He will preside over the
first envioronmental  lawsuit in human history. I wrote the attached letter
to remind him of that. As the very first lawsuit for a new judge is
important, I would like to ask you to also send him a letter.

Thanks for caring about the Szigetkoz, the "Island Region", where there is
not a single island left, because islands require water and where the kids,
who take a swim in the open sewer called the Danube, end up in the hospital,
while the villages of Szigetkoz get their drinking water in plastic bags. And
this is occuring in the center of Europe at the end of the 20th Century.

Dear Mr. President:

Congratulations on your well-deserved appointment as the new
President of the International Court of Justice.  Your professional
background is sure to further increase the reputation of the Court.

This month, for the first time in history, your Court will decide on
an environmental lawsuit which affects all humankind.  In ruling on
the future of the Danube in the dispute between Hungary and Slovakia,
you and your fellow judges can set a precedent by ruling that rivers,
forests, and oceans are not the sole properties of nations, that
nations do not have the right to destroy unique ecosystems.

The ecosystem of the Szigetkoz is dying due to the tragic drop in
groundwater level which is caused by the rerouting of the Danube. This
region, which was the oxygen supply of the Danube, has been destroyed
because the lung of the river (the wetland region) has been cut out.
Shipping on the Danube has suffered because of flimsy construction and
because the dam is not designed to handle ice.  Most importantly, the
population of the region is in physical danger and two-thirds of the
populations of Dobrohost, Vojka and Bodiky have already fled.

The Foundation to Protect the Hungarian Environment has submitted to
the Court a Compromise Plan to return the Danube into its natural
riverbed.  I hope and trust that the Court will save the ecosystem of
the Szigetkoz by giving this Compromise Plan serious consideration as
it makes its historic ruling.

Tetelezzuk fol, hogy kulonbozo - gazdag es szegeny, mindenfele szinu -
szomszedaid vannak, akik arra vagynak, hogy  bekeben eljenek es
uzleteket kossenek masokkal. A  szomszedaidat azonban  nehany banda,
kabitoszerfogyasztok  es fegyveres orgyilkosok fenyegetik. Tetelezzuk
fol, hogy mindenkinek a biztonsaga erdekeben beleegyezel, hogy 
szovetseget szervezel a beke fenntartasa erdekeben. Ez a szovetseg
igyekszik  segiteni a szegenyeknek,  serkenteni akarja a

goromba megjegyzeseket tenni, otthagyja a gyuleseket, nem veszi ki a

elnoket. Ha ezt el tudjak kepzelni,  akkor azt is tudjak, hogy mit
gondol rolunk amerikaiakrol az Egyesult Nemzetek Szervezetenek  tobbi

ENSZ-nek, a beke-teremtesben mindig keslekedik, mindent csak  biral es

Ha legalabb megfizettuk volna az adossagunkat, mielott
zsarnokoskodunk! Nem tettuk meg, de hangosan es felelotlenul
viselkedtunk, ellensegeket szerezve magunknak es rombolva a
szervezetet. Talan ez a zsarnok szandeka. Jobb lett volna meggondolni,
hogy mit kedvel a szomszedsag. Azonban a diplomatak szerint a
szomszedsag-hasonlatok az osszetett kulpolitika tulegyszerusiteset
jelentik.  ...Kepzeld el peldaul, hogy egy sotet ejszaka nehany
utcaval arrebb, hutu nevu emberek odamennek a tuszi nevu

Milosevif sajat csaladja lazad fol ellene. A szomszedsagi szovetseg
semmit sem tesz. 
 Csaladi ugy", mondjak nalunk.   Ha odamegyunk, egyesek meg fognak
 sebesulni" mondja a 
zsarnok, aki nem fizeti meg az adossagat. Ezt mondja kezdetektol
fogva, de a zsarnoknak ezerszer nagyobb a katonai ereje, mint
Milosevifnek.  A szomszedsagunk, nem csak a szerb vagy hutu, szornyu
hely. Egyre tobb utca van, ahol nem biztonsagos setalni, sem nappal
sem ejjel. Artatlan emberek hullanak el az orgyilkosok altal, s ha az
eroszak elkezdodik, nincs menedek. Tarcsazzak a 911-t es varnak,
varnak, de semmi sem tortenik. Mit gondolnak, mit tesznek az
orgyilkosok, kabitoszeresek es bandak, ha latjak, hogy a
szomszedsagban nincs rendorseg? Miert nem kepes az egyre gazdagabb
vilag, amelyik allandoan a technikai csodakat, a vilagkereskedelmet es
a hideghaboru veget emlegeti, beket teremteni? Nehany orgyilkos ereje
semmiseg a bekeszereto embermilliardok erejehez kepest. A
fegyverkezesre az egyetlen mentseg a gyengek megvedelmezese lehet.
Miert nem hasznaljak erre a fegyvereket? Es miert torekszik  egy
nemzet, egy kulonosen  gazdag es eros, a tisztessegevel dicsekvo
nemzet arra,  hogy elnyerje egy holtfaradt, merev-izomzatu, nyulszivu,
onzo zsarnok hirnevet? Pi

nemzetekfeletti vallalatok, fegyvergyarosok mit parancsolnak a kis
kormanyzo nyuszikaknak...)
