THE STATE OF THE RUSSIAN NUCLEAR INDUSTRY  2.
 

NUCLEAR WEAPONS COMPLEXES
 
Of grave concern is an abrupt decrease in the financing of
fundamental and applied research to strengthen nuclear and
radiation safety of nuclear weapons.
 
*  The current operating of the security system along with
inefficient governmental supervision have lead to an accumulation
of safety problems.  
 
*  Official documents provided by the office of the General
Prosector of the Russian Federation, Minatom and Ministry of
Defense of Russia, testify to the violations of safety standards
established for production, storage and safeguards of nuclear
ammunition and materials.
 
CONTROL OF NUCLEAR MATERIALS
 
As of 1st January 1995, there were 19 known thefts of natural and
enriched uranium at Minatom enterprises.  In addition there were
12 thefts of other radionuclides including cesium-137 and
cobalt-60.  Investigations showed that low discipline, the use of
obsolete means of protection and inefficient controls at check
points were the main causes of the thefts.
 
It was noted that the transport of nuclear materials was a
particular threat especially given that materials were not
transported in bullet resistant containers.
 
Due to the low standards of security for nuclear materials and
insufficient levels of technical protection equipment at sites of
nuclear and radiation hazards, on 19th September 1994,
President Yeltsin issued a decree "Priority Measures for
Perfection of the System for accounting and control of Nuclear
Material", and a commission was formed to survey the state of
accounting and control of nuclear materials.
 
SPENT NUCLEAR FUEL 
 
Spent nuclear fuel (SNF) is not being removed from the RBMK
reactors (the Chernobyl design, of which there are 11 still in
operation) and is only slowly being removed from the VVER and
Fast Breeder reactors.  The growing quantity of SNF is dealt with
on site by reracking the existing storage facilities.
 
The operating of RBMK reactors shows that the reracking of SNF
and the use of separate storage sites can only provide a
temporary solution (the problem being the continued operation of
the power station).  At unit 1 of the Smolenskaya NPP, despite
reracking, SNF was moved to the storage space of unit 3, without
such transport being allowed by the design, to enable unit 1 to
continue operating.
 
The accumulation of SNF at nuclear power stations lead to a
decrease of a sufficient amount of free space in the cooling
ponds, which in accordance with safety regulations is required
for emergency core unloading. As of the end of 1994, the
complete emergency core unloading of all reactors at
Leningradskaya and Kurskaya sites, units 1 and 2 at Smolenskaya
and units 3 and 4 of Novovoronezhskaya was impossible. The
continual operation under these conditions contravenes Russian
law and greatly increases the chances of a catastrophic nuclear
accident.
 
At virtually all SNF storage facilities there is a steadily
accumulating quantity of damaged fuel elements which cannot be
transported.  In addition, at the Beloyarsk station fuel
assemblies which are designed for dry storage are being placed in
cooling ponds (wet storage), which leads to corrosion and
increased activity in the pond's water.  It is unclear how long
the steel lining of the ponds will maintain its integrity.  In
the event of leakage, radioactive material may get into the
environment, as no additional barriers or containment systems are
provided.
 
At naval sites in the North and Pacific Fleets over 30,000
spent fuel assemblies are currently stored, totalling some 535
tonnes.  The storage facilities are now full and do
not meet the existing standards.  The radiation situation in the
surrounding area is unsatisfactory.  
 
The true extent of this problem is not documented as GAN does not
possess reliable information about the SNF at military sites as
GAN officials do not have official permission to visit the sites.
 
 
GAN has forbidden the transportation of SNF from military and
civilian navy reactors in obsolete containers, since these do not
meet safety requirements.  The Navy has obtained 50 containers of
the new TUK-18 type, however, in 1994 only one test shipment
using the new containers was transported from the Northern fleet.
 
At the present time the Pacific fleet is not prepared to work
with the new containers as the facility for the loading of such
containers, located near Vladivostok on the Shkotovo peninsula,
is not complete, with the road from the fuel storage facility to
the loading base also still under construction.  The construction
of the storage for spent nuclear fuel and the necessary
infrastructure is not finished.

	Barmennyire is szeretem ezt a mi kis Kornyesz-forumunkat, neha arra
gondolok, hogy eszmecsereinket erdemes lenne atterelni a VITA-ba vagy 
hasonloba, ugy legalabb a nagykozonseg is elolvashatna, nem csak a 
szakmabeliek.  Persze ennek biztos lenne hatulutoje is.  Mindezt csak azert 
mondom, mert az egeszet erdekesnek es ertekesnek tartom.

A Kornyesz nem (csak) szigoru szakmai forum, hanem a kornyezet 
kapcsan/urugyen/apropojan felmerult filozofalgatasok, szosszenesek faliujsaga.  
Akkor lenne igazan jo, ha messze nem csak kollegak olvasnak (es irnak), hanem
mindenfele egyeb szerzetek is, hiszen ha a tema teljesen bel-kornyesz-terjes 
marad, akkor lottek a kornyezetnek (mint ahogy pont ebbol a vitabol is kovetkezik).  
Az ilyen altalanos szintu, gondolatebreszto vitak azok, amik nem szagembereket
is idevonzanak -- tehat az ilyen vitak rendkivulis kivanatosak a Kornyeszen!

	Nos, ime nehany "rovid" megjegyzes a megjegyzesekre (mar amennyire 
rovid tudtam lenni):

	Nem tudom pontosan melyik kifejezesem utalt arra, hogy

szempontbol tenyleg elmondhatjuk, hogy az elmult 40 ev alatt 
szinte minden nagyobb problemat megoldottunk, rengeteg
kornyezetvedelmi felismeres es hatasos eljaras szuletett, es 
tudjuk hogyan lehet jol es viszonylag kenyelmesen megelni a 
foldbol anelkul, hogy azt szetrombolnank.  Idaig stimmel az optimizmus.  
	A fenti vivmanyoknak viszont nagyresze meg mindig 
elmeleti stadiumban van, a gyakorlati eredmeny a mai napig sulyos
tehetetlenseget mutat a megfelelo intezkedesek szeleskoru alkalmazasat 
illetoen.  Adatokkal bizonyithato, hogy mindent osszesitve
az elmult 40 ev alatt romlott a termeszetunk tisztasaga es eltarto 
ereje, bar megoldasokat kinalo otletekben nem vagyunk szegenyek. 
Gyonyoru eredmenyeket is feltudunk mutatni, (ime pl. az IBM esete), 
Liptak ur egykor radikalisnak minositett allitasai az uveghaz
hatassal kapcsolatban ma mar kozhelyek, de ez egyreszt a dolgok 
szomoru oldalat is megvilagitja:  azt, hogy mindezek ellenere a
globalis adatokat nezve, netto javulas nem eszlelheto. Egy dolog 
biztos:  ha tobb politikus hallgatna Liptak Belara es tarsaira, 
akkor optimizmusra is tobb ok lenne.  	
	Viszont a pesszimizmust sem szeretem, es tudatosan nem is 
gyakorlom.  Celom a realizmus, ami persze az en szemszogembol
latott realitasra utal.  Az onbizalom es az igazamban valo 
meggyozodes nem hiszem, hogy hianyzik nalam.  A sajat onbizalmambol
eredo optimizmus viszont csak azokra a dolgokra terjedhet ki, 
amiknek a kimenetele tolem fugg.  En meeg abban sem vesztettem el a
hitemet, (Toth Ferenc kollegankkal ellentetben) hogy erdemesnek 
tartsam a kezem ugyibe kerulo hulladekok ujrahasznositasat,
ujrafeldolgozasat, illetve a kornyezeti szempontokbol karos cikkek 
bojkottalasat.  (Mindent persze a lehetosegeknek megfeleloen.) 
Vegulis ezzel kiserleteztem intenziven ket even keresztul a 
Regenerativ Kozpontban.  Megprobalom a tomegkozlekedest hasznalni,
tarsasutazni, vagy gyalogolni;  nem eszek hust; es meg szamos 
szelmalomharcnak tuno, de onmagamat megnyugtato, es esetleg masok
szamara peldat nyujto dolgot muvelek. 
	Tartok viszont attol, hogy a tulzott optimizmus sugarzasara 
a lajikusok ellanyhulnak, azt gondoljak minden a legjobb uton
halad, es majd a technologiai talalmanyok ugyis mindent megoldanak, 
anelkul, hogy az embereknek valtozniuk kellene.  Felo, hogy a
"szellemi forradalom" egyesek szamara olyan formaban jelentkezik, 
hogy valamilyen csodaszerre varnak (akarcsak Hitler a
csodafegyverre), ugyanis szem-kapraztato, ujabbnal ujabb technologiai 
kacatbol is van am boven.  Sokan almodoznak szemettelepekben
turkalo robotgepekrol, amelyek automatikusan kulonvalasztjak az 
ott rohado nyersanyagokat, genetikailag modositott
csodabakteriumokrol, amik majd minden karos mellektermeket 
artalmatlanna varazsolnak, es meg sorolhatnam.  Kevesen veszik viszont
figyelembe a mar tobb mint husz eve letezo, jol bevalt technologiakat, 
nem beszelve a meg regebbi, pl. a biogazdasz modszerekrol. 
Ezeknek a kiterjedt alkalmazasa boven elegendo lenne bolygonk 
megmentesere, es ezek legalabb biztos megoldasok, elore nemlathato
hatuluetoek nelkul.  Ez nem jelentene azt sem, hogy vissza 
kell menjunk a kokorszakba, ettol nagyon is boldogan es
kenyelmesen elhetnenk.  
	Am nem ez tortenik, es a honatyak pedig presztizs kerdest 
csinalnak a technologiai talalmanyok teren valo versengesbol.  Az
Egyesult Allamokban pl. a genetikai mernokok kulonbozo programjaira 
evente atlagosan $150 millio allami tamogatas erkezik. 
Ugyanakkor a fenntarthato mezogazdasagi (sustainable agriculture) 
kutatoprogramokat kb. $7 millioval elegitik ki.  Hol itt az igazsag?
Ez olyan mintha egy szakadekon ket modszerrel lehetne a tuloldalra
jutni:  kotelhidon valo egyensulyozassal, ami draga, veszelyes, de
latvanyos, vagy pedig ugy, hogy egy kicsit alacsonyabbra ereszkedunk
es az egeszet megkeruljuk, ami olcsobb, biztonsagosabb, es csak 
kisebb hidakat kell hozza epiteni.  Vezereink viszont inkabb a 
koteltancot szeretik.
	Kiserletezni persze kell a tudomany teren, mert tenyleg 
feltalalhatnak valami hasznosat.  De nem szabad illuziokban ringassuk 
magunkat, hogy majd ugyis minden megoldodik.  Amikor pedig a 
termeszet alapveto elemeit probaljak keresztulmetszeni es ossze-vissza 
szabdalni, holott annak a teljes kihatasa meg nem teljesen megertett 
dolog, az bizony tuzzel valo jatszadozas.  
	Lasd mi tortent az atomenergiaval:  a negyvenes evek 
amerikai kutatoi ugy beszeltek ra a politikusokat az atomkoltsegvetes
novesztesere, hogy ha az egesz sikerul akkor a villamossag teljesen 
ingyen lesz, tul olcso meg ahhoz is, hogy meerjeek--"electricity
is going to be too cheap to meter".  Ramentek a csillagaszati 
osszegek, es most azon vesszuk eszre magunkat, hogy sokkal tobb a
karos es elore be nem lathato mellekhatas, mint a haszon; tehat 
tobbe kerult a leves mint a hus.  Jo, hogy ezt talan nem lathattak
az elejen, de amikor mar lattak sem voltak hajlandoak leallni vele, 
hanem tovabb lobbiztak, hogy meg tobb penz aran majd mindent
megoldanak.  Gondoljunk csak bele, hogy ha ezeket az osszegeket 
masfele iranyitjak, mar hol tartanank.
	Optimizmusrol beszelve foleg attol tartok tehat, hogy 
semmittevesre osztonoz, [vagy a technologia, vagy pedig Isten ugyis
megment bennunket], vagy pedig halogatasra.  [Mult honapban olvastam 
egy cikket a Los Angeles Times-ban a kongresszus Eszak
Alaska-i olajfurast engedelyezo torvenyjavaslatarol.  Clintonnak 
nem tetszett a dolog es vetoval fenyegetozott, mire a javaslatot
tamogato republikanus szenator, Frank Murkowski, nagyon optimistan 
odavagta:  "Clinton is ignoring the ability of American ingenuity
to overcome any environmental threats associated with the drilling." 
(Vagyis hogy Clinton nem veszi figyelembe az amerikaiak
lelemenyesseget abban, hogy barmilyen kornyezeti veszelyt megoldjanak).  
Mas szoval ma csak furjunk es romboljunk, holnap majd esetleg
toprengunk a megoldason, a kovetkezo nemzedek pedig takarithat.]

	Na kerem ez mar pesszimizmus a javabol.
	Semmi bajom nincs egyebkent a provokativ megjegyzesekkel.  
Ezek altalaban magyarazatra es tettre serkentik az egyre lustulo
emberiseget.  Viszont fontos lenne talan nem tulzasba vinni, vagyis, 
hogy a provokacio konstruktiv magatartasra kesztessen, nem
pedig depressziora.
	A "fo csoveket nem is lehet visszagorbiteni" kijelentes 
alatamasztasra var.  Megis ki mondta ezt?  Szerintem igenis vissza
lehet meg a legnagyobb csoveket is gorbiteni.
	A termeszet hatalmas aranyu rugalmassagra kepes, es egyetlen 
celunk, hogy ezt a rugalmassagot ne feszitsuk tul.  A CO2-t
nem mi, hanem a novenyek maguktol alakitjak vissza-, ha nem is szenne, 
de szenet tartalmazo nyersanyagokka.  A termofoldet nem kell
visszabanyaszni (a sotartalma kulonben is hasznalhatatlanna teszi), 
az vissza tud jonni magatol is, legfeljebb egy mas formaban.  A
tengerbe mosott szerves anyag rengeteg tengeri elolenyt taplal amik 
az elelemlanc alapjat alkotjak.  Igy tehat egyszeruen ki tudjuk
halaszni a termofolunk termenyeit; es ez mar igy megy amiota a 
vilag vilag.  Mindezt persze nem szabad tulzasba vinni, nem szabad
hagyni, hogy teljesen elfoggyon a szarazfoldi termofoldunk, vagy 
hogy karos erjedest okozzunk a tengerfeneken.  Minden az
egyensulyon mulik tehat, es ha ebbe az iranyba torekszunk, akkor 
a termeszet eroi a tobbit elvegzik.  Nincs semmi sem elveszve,
hogyha legalabb mostantol meg tudjuk tenni a kello lepeseket.

	Befejezeskeppen meg szeretnem kerdezni Toth kollegat, hogy 
szokott-e megoldasokat is kinalni, vagy pedig o csak a "sotet
filozofia"-ra specializalja magat?  

	Velemenyeket, valamint javitasokat a helyesiras es 
szohasznalat teren ismetelten szivesen fogadok.  Neha ugyanis
bizonytalan vagyok olyan szakmai megnyilvanulasokban amiket 
eredetileg angolul tanultam.
