Intro:  A court in Hungary has sentenced two former communists
who were found guilty of ordering armed attacks against civilians
who were protesting Soviet rule after the unsuccessful 1956
Hungarian Uprising.  Stephan Bos in Budapest reports these were
the first convictions of Hungarians accused of helping Soviet-led
forces crush the uprising.

Text:  The two men, Lajos Orosz and Frenc Toldi, were sentenced
to prison for five years in connection with the attacks in
December of 1956.

The Hungarian court ruled that both men had ordered security
forces to fire at civilians, causing the death of at least 46
unarmed demonstrators.

Ten other people were found  not  guilty in the same case.

Mr. Orosz and Mr. Toldi were members of a militia set up by the
communist government shortly after the Soviet invasion that
crushed the Hungarian uprising.

Both men denied any wrongdoing and say they will appeal the court
decisions sentencing them to prison.

Critics of the trial say the accused were  not  responsible for
assaults on Hungarians resisting Soviet rule, but were carrying
out government orders.  (Signed)

            VISIT BY THE HUNGARIAN PRIME MINISTER,
         MR. GYULA HORN, TO NATO ON 9 FEBRUARY 1995

INFORMATION
The Hungarian Prime Minister, Mr. Gyula Horn, will visit
NATO Headquarters on Thursday, 9 February.  He will meet
the Secretary General, Mr. Willy Claes, and Permanent
Representatives to the North Atlantic Council.  The visit
will begin at 15:30.

PROGRAMME OF THE VISIT

15:25 -   NATO main entrance.  Arrival of Mr. Horn.  Open
          coverage on a first-come, first-served basis.

15:30 -   Meeting with Secretary General in the Private
          Office. In view of the limited space available,
          only a restricted pool will be authorized to
          cover the beginning of the meeting.

16:00 -   Informal meeting with Permanent Representatives
          in Secretary General's Conference Room. No
          coverage.

16:30 -   NATO Press Hall area (Press Entrance).  Meeting
          with the press.

ACCREDITATION
Journalists wishing to cover the visit of the Hungarian
Prime Minister will be allowed into the NATO premises on
presentation of a NATO accreditation pass or a valid

Intro:  Hungarian Prime Minister Gyula Horn is calling for more
government influence over the Central Bank and questioning plans
to privatize Hungarian utility companies. V-o-A's Barry Wood
reports the business community is beginning to wonder about Mr.
Horn's commitment to speeded-up market based reform.

Text:  Mr. Horn's Socialist Party captured 54 percent of
parliamentary seats in Hungary's second post-communist era
elections last May.

There were high hopes that the re-named Communist Party -- led by
the man who as Foreign Minister had permitted East German
refugees to flee west through Hungary in 1989 -- would usher in a
period of stability and prosperity.

The socialists promised an efficient businesslike government and
an acceleration of the sale of state assets. But eight months
later there is disarray and doubt within the ruling coalition.

The problem was accentuated over the weekend when Finance
Minister Laszlo Bekesi resigned after he lost control over
privatization.  Mr. Bekesi warned that Hungary could become the
next Mexico.

He was referring to Hungary's high foreign debt, its reliance on
foreign capital, and recurrent devaluations of its currency.


George Soros -- the American money manager who was born in
Hungary -- is worried about what is happening.

         The resignation of the Finance Minister in Hungary is
         very disturbing indeed.  I don't want to comment
         terribly much on Hungary, because it is  not
         appropriate for me to do so. But I read an article by an
         investment banker in the Financial Times Today which I
         think is right on the dot. He says the Prime Minister
         may  not  realize where he is leading Hungary.

Mr. Soros spoke (earlier this week) at the World Economic Forum
meeting in Switzerland.

Of equal concern to the business community is Prime Minister
Horn's call for the Central Bank to consult more closely with the
government  before making policy decisions. Hungary has had three
Central Bank governors in five years and the post is currently
vacant.

In a newspaper interview (this week), Prime Minister Horn
defended his dismissal last month of the privatization
commissioner. Aligning his views with trade unionists, Mr. Horn
said Hungary's privatization needs to be carried out with more
attention paid to the country's strategic interests.

The Prime Minister recently intervened to block the already
approved sale of the Hungar Hotel chain to an American investor.

Hungary has been post-communist Europe's most popular destination
for foreign investment, having attracted eight billion dollars
since 1990.

But as investor confidence declines, so, too, does the Hungarian
stock market, where prices this week reached an 18-month low.
