[Hungarian] Deportees exploit nice-guy Canada
by Christie Blatchford
The Toronto Sun, Feb 7/97

Federal taxpayers are spending millions of dollars -- more than
$4-million in Ontario alone last year -- to keep in Canadian
jails dangerous, criminaally convicted immigrants who have run
out of appeals and should and can be removed from the country.

But they aren't being given the boot and most of the time, it's
because Ottawa can't or doesn't get them proper travel documents.

And in an increasing number of cases, these "long-term
detainees," as the government calls them, end up being set free
because their Charter rights -- not to be deprived of liberty
unless in accordance with the principles of "fundamental justice"
-- are allegedly violated.

According to internal immigration documents obtained by the
Toronto Sun, the most outlandish example of taxpayers footing the
bill to keep someone in jail only to see him walk free was the
case of Ivica Zanic of the former Yugoslavia.

Zanic, says Fred Holman, acting enforcement director for Ontario,
in a report written last fall, spent 747 days in detention at a
cost of $96,074 before being released last Oct 26. To have kept
in jail any longer, says immigration's Anna Paper, would have run
contrary to a Federal Court of Canada ruling which says people
can't be detained indefinitely.

Zanic remains under a deportation order that is utterly
meaningless.

"Unfortunately," Holman wrote, "this case is representative of a
number of other cases" where long term detention is resolved by
"release as opposed to removal."

Holman's 32-page report notes that of the 187 immigrants awaiting
removal from Ontario as of October of last year, 115 were being
held up solely because of problems obtaining travel documents to
their home countries.

....

Shockingly, from the information in the documents, it also
appears that if someone slated for removal is smart enough to
refuse to either sign a travel document or pose for a picture,
that alone may be enough to put the kibosh on his departure -- or
at least stall it so long that he may end up being freed by an
adjudicator.

....

Among other notorious criminals who have been detained for more
than a year and, if not removed from Canada soon, could find
themselves set free ... Istvan Pazmani of Hungary, who has been
convicted 53 times in Canada and has been in custody since August
of last year...

Magyar nepet, hazank martirjait, es hazank tortenelmet szapuljak.
HUNGARY listara a leveleiteket.
Ha magyarul irtok az annal jobb. Nem hiszem, hogy ezek akik a HUNGARY
listan Magyarnak valjak magukat es angolul szapuljak a hazankat, tudnanak
magyarul. Legtobbnek a nevet ki se tudom ejteni.
Ilyenkor kene egy fel tucat Angyalfoldi!
